Open Cities is a relatively compatible mod, with key incompatibilities with certain large town overhauls and equiring a few extra patches, all of which can be turned into ESP-FEs (at least so far) and therefore don't count towards the plugin limit. The only place in SSE I had FPS issues was Whiterun, but I'm pretty sure that's from using Verdant without Landscape Fixes. I don't like it. It's a myth I've been trying to quash since the days of Oblivion's version of the mod. Just as an aside, he's got several player house mods I think are a cut above anything else available. I dunno, maybe I read something into replies that others don't and vice versa. You can still access the "old" Whiterun by pressing confirm on some piece of rock or something(though they will be devoid of people since they have all moved to outside Whiterun). Overall it's just a great immersion mod that doesn't take away anything that I particularly care about and doesn't have a significant impact on my performance.
